The High Council is at the second level of power, ruling over every division just below Benjamin Ein‌stëën‌. If a member of power or a certain position is to be promoted to a High Council member, they shall become a "Godfather Chief" meaning they specialize in that category yet are more focused on the big picture as a High Council member. Any person can some day make it to the High Council, given they are highly involved and known. High Council members are also known as chancellors, and each holds slight power over eachother depending on their rank (e.g. First Chancellor holds power over all the others).
